You can obtain Blue Balaur Scale occasionally by defeating Balaur in Reshanta.

You'll also need Rift Essence, which you can buy at New Heiron Gate.

These two things will infuse the necessary power into a Temporal Stone.

Then fetch a Blue Balaur Scale, and buy some Rift Essence from Aririnirerk in Heiron. Take them to Maloren at the Kishar Observation Post.

Blue Balaur Scales are only found on highly-ranked Balaur, like those guarding artifacts. Also at Indratu Barracks.
