Personally, I would think the "random spawn" part is describing what happens when you click to use the Dangerlily. It'll either be a friendly NPC or an enemy NPC at random that gets summoned and "pops out" of the bushes. The Dangerlilys are always up on the map 100% of the time and they never disapp...
