Regarding, https://aioncodex.com/us/quest/74442/ one of the most problematic stages is to locate Livatain NPC, the condition to spawn this NPC is simple:

30 minutes BEFORE begins Flameruin Legion Raid event the npc is spawned, remember the countdown is variable due the activity of taking the altars by 10 mins each time is taken (no matter the faction). The NPC dissapears after the event finish, so the NPC is avaiable per 1 hour+/-
