As usual the Stigma Stones are world drop at the locations of monsters with level similar to Stigma Stone level. The chances are small, so you better buy it at the trade broker. Also for Classic Aion be sure to use the Classis section of the site https://aioncodex.com/usc/?sl=1 to get the relevant information.
Had it drop in Haramel tonight, and iirc once previously on first week, this one tonight was from a normal mob in last room.
