found him on next to Commander Xenon at 1:00 am 3.10.15

So I searched the net to see when this guy spawns and I found this.

At 6,10,14 and 23 of each month between 12:00 and 16:00 in game time he is in the location more south.

2,19,28 of each month between 01:00 and 04:00 in game time he should be in the location more north.
