Is there a way to interact with this portal? I've tried completing quests that were for it from Beluslan (I'm asmodian) and nothing has seem to work. Just tells me I can't use this gate, even in group

Each portal has an upper level limit. Maybe you're too high level to get into it?

can't enter at 44 either Can't find any information on it at all
