Go to Taloc's Forest and solve the problem.
Summary:
Brigade General Versetti said the research group dispatched to investigate Taloc's Aether generation powers ran into some problems. He ordered you to see Tialla and assess the situation.

Tialla was bewildered by her researchers' failure to even meet with Taloc. Lothas, Taloc's messenger, helped you enter the forest and gave you Taloc's Fruit so that you could wield the necessary power to vanquish Celestius, which was leeching Taloc's energy.

When you reported this to Tialla and General Versetti, they praised you and commended your efforts.

Full quest's text:
Ah, Player, you've come back to me. My legion is always happy to work with you, you know.

Straight to business! We've discovered a potential solution to the Aether shortage in Inggison and need to move quickly.

An Elim--like Arbolu--has been discovered, and the team I dispatched to investigate hasn't returned.

Player: "And they've been gone a while?"

Quite. I need you to assess the situation and provide assistance to all who require it.

According to Crosia, who accompanied the Daevas of Life as far as the forest's edge, anyone returning from Taloc's Forest does so thoroughly banged up but unwilling to take help or medicine.

Start by finding Tialla, leader of the Taloc Research Group. Then move forward on your own initiative.

Player: "May Kaisinel guide us both, General."

Brigade General Versetti sent new Forest fodder! Good. All of us are incapacitated at the moment and could use the help.

It was so tempting. This incredible Aether energy radiates from inside Taloc, and we thought we could use it to solve both the Obelisk and the Aether shortage problems. Never accuse an Elyos of pessimism.

So we went to explore and met an Elim called Lothas. He said he was actually a part of Taloc that had broken off and became independently sentient! He asked for our help; here was our chance to make a good impression!

Player: "Great! Right?"

Wrong. Lothas deemed most of us as unworthy, and those few he did accept all returned half-dead.

Lothas gave them Taloc Fruit, and the power was too much to bear. So we still haven't even identified what's going on with Taloc, and our numbers are down.

Do you think you can get further than we experienced Daevas of Life did, new Pluma? Can you solve the problem, where the rest of us have failed?

Player: "I am, as always, a friend of the Elim."

Daeva!

Daeva!

Have you come to free...Taloc from his anguish?

Player: "Elim! Elim! I'll try."

Friend of the Elim...won't you help me first?

So sad. The Ruthless Brohums were once friends of the Elim...now they attack us instead. Splinters...pain...everywhere.

Would you put the...maddened ones to sleep?

Player: "I'll set them free."

Taloc will only treat with...friends of the Elim.

Be called friend by our respected...Elders, and Taloc will...speak.

When you return from the...old ones--Daminu, Lodas, and Trajanus--find me again.

Player: "I've met them before. Back in a jiff!"

You have kept your promise...friend of the Elim. The Ruthless Brohums no longer...disturb the forest.

Blameless, we hope to meet their...souls again.

Player: "So true. So, saving Taloc?"

Eat this Taloc Fruit to reach the...limits of your power.

Use these Taloc's Tears only in the most...desperate of times.

Grab a branch when you are...ready to enter.

Player: "Let's go, friend."

Taloc can...feel your power. He is...astonished.

But why have you emerged without fulfilling your...purpose? Take my branch and...try again.

Player: "Poor Taloc! I'm working on it."

Taloc rejects you, Daeva.

Taloc cannot deal...with your strength, Daeva.

Player: "I see."

Taloc does not want...help from many.

Go alone. Taloc commands you...go alone.

Player: "I understand."

Who are you...who holds the power...of an Empyrean Lord?

Never has a Daeva...unlocked so much strength...from a Taloc fruit.

Player: "Whatever the method, I freed Taloc."

This? Celestius so agonized Taloc and...disturbed the flow of Aether.

Taloc...speaks now, sweet Daeva, mighty friend of the...Elim.

We will remember you for...eternity.

Player: "I'll drop by in a few thousand years, eh?"

How did you manage it?

Not long after you left, the distorted Aether energy disappeared from the forest.

I could feel the trees and the soil singing with me. For the first time since coming to Inggison, I didn't feel alone.

Player: "You Daevas of Life can be, umm...."

You mean to say we were going to be overrun with monsters if you didn't destroy the one stealing Taloc's power? We never knew!

Thanks be to the Empyrean Lords who sent you to prevent such a disturbance in nature's balance. And now we can expect assistance from Taloc!

You've surprised me, Pluma. Off to Brigade General Versetti with you. He must be waiting.

Player: "Don't get too intoxicated on life energy."

I'm impressed by your skill and tenacity, Player. Though using the might of the Empyrean Lords was risky.

Aside from the danger if it hadn't worked, there's also a matter of perception. Your actions may seem holy to some, but sacrilegious to others. And still more may envy your ability.

Happy outcome for now, but do you think you'd do it differently given another chance?
A long time since my leaves...have stirred in your presence...Player.

You feel different...and yet still the same.

Why have you returned?

Player: "I need your blessing for Lothas."

Taloc has spread his roots...far away indeed.

You are Poeta's Protector...and a true friend of the Elim.

Gladly. I will bless you, with...the life energy that proves my...trust.

Player: "Thank you, Lord Daminu."

This is still my forest...although it is a desert to the eye.

Someday...someday the destined one will come...will give life back to this dying land.

Player: "I come from Taloc's messenger."

Alas. Poor Taloc.

I can sense your fervor...your desire to help...all the way through this dry soil and into...my roots.

Yes, I will help...all Elim will help you. Take this blessing...a blessing of energy.

Player: "Thank you for your kindness."

I heard from Arbolu...of Taloc's troubles.

Aion's balance will shatter if Taloc is not freed...from his torment soon.

Player: "I want to help!"

Yes, I can sense Taloc's energy on you.

Most proper I should bless...Player, who has proven to be a friend of the Elim.

Player: "Thank you for your blessing."

If you have received the...blessings of our...respected elders, then you are a friend of...all Elim.

Grab my branch, so I can...sense their blessings.

Player: "Do you feel it?"
