There's an Old Gear attached to the windmill. Without it, the mechanism won't function, and it will take quite some time to replace. If you take out the Windmill Axle, the windmill will stop.

You're the one most familiar with that base. Will you take the mission?

Go to the Kaidan Headquarters, take out that windmill and come back.

Don't forget to bring back the Windmill Axle, to prevent them from repairing the windmill.
