You can make the Thin Leather Cord with Thin Leather using one of the Looms in the Tailoring Studio. Similarly, you can make the Koa Wood with Koa Log using the Handicrafting Ledge over there. Sandpaper you can buy from Chiwurinerk.

You can get Windwisp's Membrane by going to Heiron and catching the Shifting Windwisp.

Well, here you go. I fixed it. I think this flute can be used to summon an Acheron Drake. You'll know for sure if you test it.

I recall reading about a Teleport Statue in Heiron, at Drake Temple Ruins. If you teleport to upstairs, you should see the Drake Stone Statue.

Play the flute there, an Acheron Drake should appear.
