Summary:
Enoa asked you to investigate Raksang, a prison built by Tiamat to hold Raksha, a powerful rival dragon.

You entered Raksang's outskirts, and found a missing Reian named Hiel, who managed to give you some vital information about Raksha before he died.

You then consulted with the angry ghost of a Drakan who told you of Raksha's servants, who you defeated.

You followed Vasuki Lifespark, Tiamat's agent, but was unable to stop him from freeing Raksha.

However, you defeated Raksha in a titanic battle. Enoa praised your achievements highly.

Full quest's text:
Let me tell you about Raksang. It's a prison where Tiamat imprisoned Raksha, a mighty dragon-turned-rival.

But the Reians believe Tiamat is planning to free Raksha once more, promising him power in exchange for fighting us.

And Raksha will take that deal, if only to destroy the lowly Human race before challenging Tiamat once more.

Player: "Is there any way he can be stopped?"

Perhaps, and it may lie with a Reian named Hiel. He was kidnapped by the Balaur, then rescued near Raksang, his memory erased.

I understand he's now disappeared, saying he regained some of his memories, and was going to "take care of everything."

I for one am sure it's related to Raksang, especially with the massive Aether and Drana surges there we've detected. We need someone to investigate.

Player: Accept.

Hiel is an expert in sealing magics. We can only assume he was originally kidnapped to apply that expertise within Raksang.

You must find him there, wherever he is. Pry what memories you can from him and give whatever aid he might need.

Arza is an old friend of Hiel, and knows Raksang as well as anyone. She'll show you how to get there.

Player: "Faith and arms!"

Ah, you must be the Daeva Enoa sent. I am Arza, guardian of the portal to Raksang.

I... must confess this is partly my fault. I let Hiel into Raksang. But he begged me, in the name of our long friendship...

I don't know why he was so desperate. I think he might have wanted to set things right... What he needed to put right, I don't know.

Player: "I can find out for you."

I hope you do, for his sake as well as our war's.

I warn you: Raksang is an inhospitable place, to say the least. Its denizens are either undead or turned monstrous from the miasma of malevolent forces at play in there.

I'll not let you through unless you have others to support you. Siel watch over you in your efforts.

Player: "Thanks. I think we'll need it."

I... don't have much time. Please listen. I... remember. I was taken by the Balaur... brainwashed into building a defense system for Raksang.

It was meant... to keep Raksha's followers from freeing him. Now it keeps out those... who would stop Tiamat's plotting.

When I was rescued... there were those who thought me akin to Dragonbound.... I fear... that they were right....

Player: "Please, hold on!"

No.... It's too late for me. I was a fool.... I just had to try... to expiate my shame.

At least now... I don't have to return and face my fellow Reians... whom I have betrayed.

Listen... I'll tell you everything... about my defense system.

Player: "Aion watch over you, Hiel."

Dost thou wonder why a Mau dwells here? The answer is simple: I am no Mau.

I was once a servant of Raksha. In the battle against Tiamat, I betrayed my liege. Do not the Dragon Lords reign over us all?

I was trapped here in the fray. My old comrades did not understand my acts. They transformed me into Mau shape, then slew me. Thus my current form.

Player: "A tragic tale."

Thy derision matters naught. Vengeance is the only matter in hand!

Player: "Tell me everything."

My heart rejoices to see you back in one piece. What happened in Raksang?

Where is Hiel? Please don't tell me he...

Player: "I'm sorry."

No.... Oh, Hiel...

This is my fault! I should never have let him in! I killed one of my oldest friends....

Y-you should report to Enoa. Tell her all, including my shame. It is only what I deserve.

Player: "May the darkness never find you."

Hmm. I see. I'll talk to Arza later. She must know she is not to blame for Hiel's death.

The quest giver is  Enoa
not Arza. Enoa sends you to meet Arza as the first step to the quest.
