After seeing the Lepharist Citadel, I'm reconsidering my tactics. The sheer number of Lepharists is much higher than I'd guessed.

The Revolutionaries are a large, well-funded paramilitary, not some confused rabble dissatisfied with Pandaemonium.

Eventually we must destroy the Lepharist Revolutionaries. But for now, let's start small by disrupting their infrastructure.

Player: "Sabotage?"

Got it in one. The Lepharist Citadel employs construction workers, with soldiers to protect them.

Remove the guards, and the rest is easy.

You should kill Citadel Sergeants, Citadel Sentrys and Citadel Infiltrators.

Player: Accept.

Well, then, pick a squad and go. Don't try it on your own. You'll need someone to keep them from swarming your flanks.

Kill the Citadel Sergeants, Citadel Sentrys and Citadel Infiltrators.
