The battles between the Asmodians and the Elyos are fiercest in this place. Even though we have such a large fragment of the Tower of Eternity here, we don't have the time to really research it.

From my research so far, this fragment is in the process of turning into an artifact, and its properties seem to change according to the surroundings or the concentration of Aether injected into the fragment.
