The Artefact[pl:"Artefacts"] possesses extraordinary abilities. They're restricted for legions as well as by cooldown, though.

That's why the Protectorate has prepared something in order lift the restrictions for all Elyos.

Do you want to know what it is? Go to the garrison that the Elyos have captured. When you get there, you'll find a gift from the Protectorate.
(You can use the statue to receive a buff.)
