Talk to Nornen. Talk to Regin. Talk to Bestla. Hunt the [plur]Blue Jaw Monitor and bring Bestla their saliva. PlayerReport to Hod. Hod is extremely concerned about the falling fragments. Survey the situation in the fortress by questioning the Daevas and inhabitants.
Summary:
Hod was concerned for the inhabitants' safety because of the falling fragments.

He convened a meeting with all Daevas and residents to discuss the situation. However, he then received orders from a Brigade General and was no longer able to take care of the matter. He asked you to represent him and report to him.

First you met with Nornen and spoke to her about how many fragments were falling. Then you asked inhabitant Regin if the fragments made him feel unsafe. Lastly, you asked Bestla, a Daeva of Construction, if she had discovered the cause of the decay. Then you reported to Hod.

Full quest's text:
Pandaemonium sent us a Daeva of Construction, and I am sure she is working full time on a solution. However, I am concerned for the inhabitants' safety.

It's because of the falling fragments.

I don't know if you knew this, but Beluslan Fortress is about to collapse.

Beluslan Fortress was severely damaged in the Cataclysm, but the Daevas stopped time, preventing the structure from crumbling further. Lately, though, a lot of fragments have been falling.
Right now I can't say when we can solve this problem.

That means we have to keep an eye on the situation and the people at all times.

Normally I do this myself, but the Brigade General has given me an assignment so I don't have any time for that now.

Would you question the people for me and inspect the situation, Player?
I felt bad because I don't have time to take care of this myself. Thank you so much.

Please see Nornen first and ask how many fragments have fallen down today. She's standing guard in the fortress, so she probably knows best.

Then find Regin, an inhabitant at the fortress, and ask him if the falling fragments bother him.

Lastly, meet with Bestla, the Daeva of Construction that Pandaemonium sent us, and ask her if she has discovered anything.

Luckily, no fragments have fallen today. Not yet, anyway.

If every day were like today, the inhabitants wouldn't have to worry about the fragments.

Please tell Centurion Hod there were no incidents today.
Frankly, I don't understand the others.

They are so frightened they refuse to even leave their homes.

Yes, stone fragments fall from the sky occasionally, but it's not like it's hailing rocks.

Anyway, we have a Daeva of Construction from Pandaemonium. I'm sure she'll take care of the problem.

Tell Centurion Hod the fragments don't bother me.
The Centurion tends to be impatient. He drops by several times a day to survey the situation in person, even though I give him daily reports.

So far there's been nothing new today.

We are focussing more on the Rift Artefact than the building. I hope we will glean some new insights soon.
We don't yet know why the fortress is crumbling, but our primary objective is to stop the decay.

At the moment, all we can do is seal the cracks with an adhesive to prevent them from widening.

Unfortunately, we just ran out of the adhesive.

We need all the help we can get to procure the adhesive and progress with repairs.
Could you obtain the Sticky Saliva of the Blue Jaw Monitors that live near the fortress?

The monitors' saliva is extremely sticky and hardens as it dries, which makes it an excellent adhesive.

By filling the cracks in the building with the saliva, we can at least halt the decay for the time being.

There are a lot of [plur]Blue Jaw Monitor living on the hill outside the fortress.

Please hunt them and collect their Sticky Saliva.
We must find out why the building is crumbling.

The adhesive won't seal the cracks forever.

Speaking of which, did you get the monitors' Sticky Saliva?

I will assign the Archons to fill the cracks with the saliva.
It puts me at ease to know there haven't been any falling fragments yet today.

All the same, I hope the Rift Artefact will help us learn what's causing this.

The quicker we find the cause, the quicker we can take appropriate measures.
