A while ago somebody intentionally contaminated the underground water supply. A lot of the people here fell victim to it.

The Deceased were not able to return into the Aether's Flow, so now their souls are left to wander the Hell Pass eternally. They follow the orders of the evil Woodush and are attacking Pandaemonium.

But the worst paart is that the souls are also enslaving their victims to Woodush’s will.

The order of Priests in Pandaemonium is trying to close off the Hell Pass, to stem the danger and to send back the Daevas’ souls into the Aether’s flow, but they can’t manage all this on their own.
