I was able to easily farm the Dazzling Aether and Luminous Aether by going to Elysea -> Heiron -> The Storm Circle. The Storm Circle is located on the far right side of the map above Jeiaparan Village but directly below Coast Watchers. Your best bet is to travel from Coast Watchers and go down from there.

First, confirm you have the ring Expert Aethertapping Ring equipped before you attempt farming at all. This should be in your Special Cube as it was received on quest acceptance. Once you get into the Storm Circle, you should be able to fly up which will allow you to see Burning Vortex. You want to farm the highest ones in the place what are Aethertapping levels 350 and 375. These have the best chance to drop Dazzling Aether and Luminous Aether
