Summary:
Ventus impressed upon you the importance of understanding and speaking the Balaur language in the Abyss.

He said the president of a shipyard in Sanctum, Kunberunerk, has a potion that you can drink to learn the Balaur language quickly.

So you visited Kunberunerk and obtained the potion. You drank it, and presumably learned the Balaur language.

Full quest's text:
I've heard nothing but good things about you, Player. You're the kind of Daeva who strives to be the very best.

You'll soon be handling extremely important missions in Reshanta. If you want to be the best, there's one ability I believe is nearly indispensable in the Abyss.

Player: "Really? What is it?"

It's the ability to speak with and understand those foul beasts.

Of course the Balaur language is complex. Mastering it might take a dedicated Daeva years. But....

The shipyard president Kunberunerk in Sanctum sells a potion that enables you to learn Balaur quickly. I highly recommend you acquire it.
