Summary: Magnas believed that it was necessary to kill Moss Agrints to reduce competition for Aether, but felt Beiko didn't have the leadership qualities to do the job properly. So, at his request, you killed the Moss Agrints. Magnas was grateful, but still frustrated at Beiko's inexperience. Full quest's text: Show/Hide Those ignoramuses at Kamar! How can I get anything done with such a naive newcomer as my commander? She doesn't even know anything about the local environment or its unique perils! When I told her about the threat the Moss Agrints posed, she didn't even seem to understand! Still, she left them up to me, which is probably wise.
