Talk with Duneyr. Talk with Hwiath. Talk with Grabakr. Grabakr, a Daeva of Minerals, requested permission to investigate the Eastern Shard of Latesran. Collect the opinions of those working in the Eastern Shard of Latesran and deliver their answer to Grabakr.
Summary:
Jebal said that Grabakr sent a letter requesting permission to survey the Eastern Shard of Latesran.

When informed of the request, the Governor ordered Jebal to gather the opinions of those fighting in the region and deliver their answer to Grabakr.

You met Duneyr and Hwiath and asked their opinions. Both of them believed that the current conditions are unsafe for a geological survey. When you delivered their message, Grabakr said it was what he had expected.

Full quest's text:
Hail Daeva.

I have some work for you. Grabakr is a talented Daeva of Minerals. He was dispatched from Pandaemonium to do a geological survey and discover resources useful to crafters.

He sent me a letter asking for permission to investigate the Eastern Shard of Latesran.

Player: "Sounds like a useful task."

Governor Votan ordered me to gather information on the feasibility of such a survey from Daevas who work in the Eastern Shard of Latesran and then report back to him.

However, I have no Legionaries to spare. I cannot afford to lose a good sword for a fact-finding mission.

Take care of this for me, Player.

Player: Accept.

Excellent. Go find Duneyr in the lower Eastern Shard of Latesran and ask his opinion. He has been stationed there longer than anyone else--he'll know if it's possible to send out a survey team.

After that, go to the upper layer and ask Hwiath; then, find Grabakr in the Asteria Plain and deliver the answer.

Both will oppose the survey. They'd never let a Daeva go exploring into enemy territory, especially one unsuited to battle. I know Pandaemonium needs resources, but they may just have to accept that war is war.

Player: "The task is mine!"

Foolish Elyos often cross the ridge and invade our territory.

I think those clawless wonders are trying to provoke us, but we won't fall for their tricks.

I will find out their real goal and use that information to bring them hurt!

Player: "Jebal sent me..."

Investigating minerals? Here? Pandaemonium must not have the sense Aion gave a Qooqoo if they think they can send someone here to investigate minerals. This is too much!

Those Elyos are just waiting for a chance to attack us. Grabakr and Jebal must know that we cannot guarantee his safety if that Daeva comes here.

Player: "Walk in Azphel's shadow."

I'm busier than an Elyos gravedigger! Should I be pleased that there are more Daevas coming to the fight in Reshanta or worried that we are in such a dire situation? I don't know...

What do you need, fledgling?

Player: Jebal sent me...

Well...I don't think it's a good idea.

All my attention must be focused on teleporting people--I cannot keep an eye on some prospector, too.

But I suspect there's some trouble brewing in the upswing of Elyos movements. Even if that Daeva of Minerals did make it here he might not be able to investigate--there are too many Elyos in the area just waiting to take down an unsuspecting Asmodian.

Player: "I'll let him know. Thank you for your trouble."

The Abyss is a fascinating place to the Daevas of Minerals. The land is rich not only in Aether but also in minerals--some of the rarest in Atreia. If only I could...well that's just my passion. Now I'm focusing on what Pandaemonium needs. Although, if I could do just one survey, I'm sure I could find something precious!

Priorities, priorities!

Player: "The Eastern Shard is not safe enough for a survey."

Oh. Well. When I sent that letter, I didn't really expect that my request would be granted.

These Archons do not understand the importance of these resources! All they think of is fighting to expand territories...I know there's more to Reshanta than constant battle. Well, it looks like I'll be stuck here for a while.

Thank you for coming this far to deliver the message--even if it wasn't the answer I wanted.
