Summary:
Seneca said his old friend Delus was suffering because the researcher he was working under had been cooking up bizarre food from weird ingredients she gathered in Wildheart Grove.

When you delivered the supply rations to Delus, as per Seneca's request, he was very thankful.

Full quest's text:
What do you want? Don't presume to think we're automatically friends just because we're both Elyos.

What's that? Do I have friends? of course!

Yes, I do have a friend. His name is Delus, and we've known each other since childhood. After I ascended and joined the Sanctum Expeditionary Force, I didn't see him much until HE ascended and joined my unit.

Player: "And where's this paragon of patience now?"

He's out in Wildheart Grove, protecting a researcher who isn't quite right in the head.

This scholar Doria is cooking strange stews with ingredients gathered from the forest, and then she forces Delus to eat them.

Have you been in that forest? Even an Asmodian trog couldn't survive on the "ingredients" you can find there.

Player: "Can I mention that you look kind of Asm--"

Don't say it, friend in the light. Don't say it or we will not be friends. Am I clear?

Now Delus, you'd think he could get by on rations, but the strange Daeva refused the supply, claiming they can gather their own food from Atreia's bounty.

You want to be my friend? You can take those rations she refused from the quartermaster and out to Delus.

Player: Accept.

Hah! Once Delus is strong again, we'll take those Asmo trogs down. Infiltrate Gelkmaros and destroy their cities, kill their women, show them that their destiny lies under an Elyos booted heel.

Explain the situation to the food supply soldier, Borriello, and I'm sure he'll give you what you need. Or else he'll talk to me, and no one ever wants to talk to me.

Player: "Soar in the light, friend."

The campsite to the north declared that they don't need any supplies. They said, "We'll take care of our own food".

I have no idea what they plan to eat, but I hope it doesn't kill them.

Player: "Seneca wants to send their rations..."

Supplies on the sly? That's no way to keep an army, but it's better than no supplies at all!

When I went to deliver these the first time, they were eating a porridge made from moss!

I still have the allocation for that campsite. You're welcome to take them.

Player: "Delus will appreciate this!"
