Meet Sorrowful Samael at the Wall of Lament in Tartarus and bring her peace (1). Return and talk to Pained Arbon. Go to the Doomed Samael at the Wall of Lament in Tartarus and help her to find peace again.
Summary:
Arbon said that his lover Samael had disappeared, and that he and Samael’s sister Sarakiel were held captive by the Balaur in Tartarus when they tried to look for her.

Sarakiel sacrificed herself for him so that he could flee from Tartarus alone, whereupon he requested that his superiors launch a rescue mission for Sarakiel. But they did nothing. Now he is looking for someone who can help him.

You fulfilled Arbon’s request, travelling to the Wall of Lament in Tartarus, where you searched for Samael and Sarakiel.

You discovered Samael, suspended between life and death as a result of the Tiamat Legion’s experiments, leaving you no choice, but to take her life and bring her eternal peace. Of her sister Sarakiel there was no sign.

You returned and told Arbon the terrible news. He was plagued with guilt.

Oh... thank you for listening to me.

My name’s Arbon... I’m a survivor from Tartarus.

Player, I have something I need to ask you, *sob*!

(Wheezing) In Tartarus, there are more Daevas who have not been able to escape.

You absolutely have to rescue them!
(Takes a deep breath) Tartarus... I was searching that evil place for me loved one, Samael.

We planned to grow old together. We had a happy future ahead of us, filled with the blessing of the lords.

But that all changed in an instant, when Samael suddenly disappeared one day without trace.

I searched high and low for her, but there was no sign. I nearly lost my mind.

And I wasn’t the only one; Lost Sarakiel, Samael’s sister, suffered the same fate.
Sarakiel and I decided to search for her, and learned that Samael had been abducted by the Tiamat Legion.

But by the time we finally tracked her down, it was too late.

The Balaur had brainwashed Samael such that she recognised neither her sister nor me.

We wanted to rescue Samael, but it was hopeless.

Tiamat’s Balaur captured Sarakiel and me too, and used us for their experiments in Tartarus. I thought that would be the end of us.
Sarakiel... saved me... she wanted that... at least I should escape... I’m such a coward... *sob*!

I left Sarakiel alone! Alone... *sob* at the hellish Wall of Lament in Tartarus! Ohh...!

*sob*... oh Samael, I’m so ashamed, I failed to rescue neither you nor your sister...

Would you travel to Tartarus and search for the two of them at the Wall of Lament?
