From what I can tell, it shows some kind of Balaur research centre. The surroundings appear to be near the Petralith Canyon.

The research centre you're looking for is called the Naduka Biolab. As Batalrion said, it's constantly moved around to avoid discovery.

This place performs dreadful experiments on living beings, trying to create the ultimate Balaur warrior. Evil is cultivated there.
