Meet with Fortress Commander Nerita and get the detailed mission.
Summary:
Brigade General Nerita of the Beluslan Fortress said that the fortress is in danger of collapsing, and asked you to speak with Daeva of Construction Bestla to find a way to stop it. Bestla asked you to check the Temporal Transfer Stone, and found that there was something wrong with it when you did.

However, Bestla said she didn't know the cause and asked you to go to Pandaemonium to seek Cavalorn's help. Cavalorn told you that Daeva of Time and Space Haug in Reshanta will have a solution.

Haug told you that Aether is being depleted all over Atreia and is the cause of the Rift Artifact not functioning properly. He made you an Aether Booster to help.

You attach the Aether Booster to the Rift Artifact and the collapse stopped. Nerita said she is worried that the Aether in Atreia will continue to drain.

Full quest's text:
I came here as the Beluslan Brigade General because there's much to be done.

The undead problem... and the Balaur have invaded... there is just a mountain of things on my plate. Of course, these are not things that I can solve by myself, though.

But now we must also worry about the collapse of the fortress. As you know, this place is forcibly protected from collapse thanks to the Rift Artifact.

Recently, fragments have been falling more frequently and the residents are growing worried.

Player: (Keep listening.)

So I asked Daeva of Construction Bestla to help in solving the fortress collapse issue.

She may not be able to directly solve the issue of the Rift Artifact, but she should know the most about buildings, right?

It is Bestla, after all. If anyone can find a way to solve this, she can.

So go to Bestla, check on the current condition of the fortress, and see if there's a way to stop the collapse.

I'm sure you can help Bestla keep the fortress from collapsing.

Player: "Leave it to us."

I see the Brigade General sent you. Good timing. I've been needing help in solving the fortress collapse issue.

Due to the Rift Artifact, the collapse has halted and allowed the Beluslan Fortress to stand safely for a long time.

The collapse is gradually picking up again now and we still don't know the cause. At face value, the Rift Artifact is still working as it always has.

I first suspected that it was due to a change in Aether flow because Elysea and Asmodae grow larger, but the speed of collapse is too quick.

Player: (Keep listening.)

What I suspect now is the Temporal Transfer Stone that delivers the power of the Rift Artifact to the fortress.

If something is wrong with the Temporal Transfer Stone, the Aetheric Field won't work correctly, which will explain the collapse picking up again.

Will you check the Temporal Transfer Stone, Player?

Find out if it is working correctly and let me know.

Player: "Will do."

I've been waiting for your return, Player.

Have you been able to check the Temporal Transfer Stone?

Is it working correctly? Please tell me everything.

Player: (Report the results.)

You touched the Temporal Transfer Stone and were teleported to the bottom of the fortress?

So there was a problem with the Temporal Transfer Stone after all.

Hm, but why on earth would a problem occur? All the Temporal Transfer Stone is doing is delivering the power of the Rift Artifact...

I'm afraid it will be difficult to find out the cause on my own. It's better to ask someone more experienced than me.

Go to Pandaemonium and ask Cavalorn in Temple of Knowledge for help.

He'll either tell you the direct cause, or he'll be able to introduce you to another Daeva with expertise in this field who can.

Player: "Understood."

You look like you may be in need of something urgent from me.

Take your time and tell me what I can help you with.

I'll do my best to help if I can.

Player: (Tell him about the situation at Beluslan Fortress.)

Something like that's occurred at Beluslan Fortress, eh?

It must be more urgent and serious that I thought if you've come all the way to see me.

However, I don't have the knowledge within me to figure out the cause. Let me introduce you to a Daeva with expertise in that field instead.

If you go to Primum Landing in Reshanta, you'll find Daeva of Time and Space Haug. He knows the most about time and space in Atreia, so he'll be of help.

Player: "Thanks."

I've been waiting.

Cavalorn told me you'd be coming regarding the Beluslan Fortress collapse issue.

I heard there have been no changes to the Rift Artifact, but that the Temporal Transfer Stone is not working correctly?

Is that true?

Player: (Nod.)

I've been thinking about it ever since I received word. I believe the cause may be a lack of Aether power. Aether is being depleted all over Atreia, and the artifact may also be affected.

It's not like we can supplement the Aether as we wait, so there is only one solution. We must install a device to boost the power of Aether in the artifact.

I can make it for you, but I lack materials. Can you get some for me, Golden Cornea?

You can get Golden Cornea by defeating Seal Sentinel in the Isle of Roots.

Player: "Got it."

To stop the Beluslan Fortress from collapsing, we must install an Aether Booster as quickly as possible.

If the Aether depletion reaches a certain amount, the collapse will get out of control thanks to the special nature of the artifact.

Did you bring the Golden Cornea I asked for?

Player: (Hand over the Golden Cornea.)

(He is infusing the Golden Cornea energy into the device.)

All finished. By installing this, the Aether energy will be boosted, and the Rift Artifact should return to normal.

You said the Daeva of Construction at Beluslan Fortress was called Bestla? Show this device to her first. She needs to know what to do in case a problem occurs later.

Install the device once you've done that. I'll leave that to you, Player.

Player: "I'll do my best."

Did you make it back from Pandaemonium alright?

Was Cavalorn able to figure out the cause and find a way to solve the problem?

The fortress could completely collapse if we delay any longer. Hurry and tell me what you discovered.

Player: (Show her the Aether Booster.)

So, the cause was due to the weakening Aether all over Atreia?

I only suspected the flow of Aether, but I never even considered it might be due to the depletion of Aether itself.

The Rift Artifact must require a lot more Aether than I expected. Anyway, now that we have the Aether Booster, looks like the problem will be solved.

Hurry and attach the device to the Rift Artifact. Once you do, the Aether will be amplified and the artifact should work properly.

Player: "You got it."

So the Rift Artifact didn't work properly thanks to a lack of Aether, which caused the collapse to gradually pick up again.

Anyway, it's a relief that the Aether Booster has solved the issue.

But what will happen if the Aether is depleted even more... How troubling.

Traveling from Pandaemonium to Reshanta and back must have been exhausting. Great work.
