Summary:
Outremus said the Balaur Aerial Aetheric Field impeded Dragon Lord Tiamat's defeat. He hoped that you were skilled enough to help him and said he needed to test you first.

You returned to Outremus after completing tests from Brigade Generals Yulia and Versetti. He was satisfied with your showing and said that Eremitia, the High Priest of Mirage, sent him the right person.

Full quest's text:
Let's be frank. High Priest Eremitia did not send you here to be a caravan leader.

Now that we have successfully driven the Balaur back to Angrief with the aid of Empyrean Lord Kaisinel, shouldn't we take all of Tiamaranta?

Once we pass the Balaur's Aerial Aetheric Field, Tiamaranta is right there to take.

Player: "Of course, the Balaur protect the Field."

Yes! So I entrust this to you, you who have been sent by Eremitia, High Priest of Mirage. You, who have herded battle-Daevas onto ships....

Meet Brigade Generals Yulia and Versetti. They will tell you what to do.

Player: "We will conquer. Faith and arms!"

Outremus wants me to test your skills, Player.

He'd better have given you to Versetti as well, or else I'll have words with him about the proper duties of Brigade Generals.

Player: "I'm seeing him next."

Good.

Stay quiet while I tell you about how this operation works. First, the Hushblade Legion ventures into uncharted territories, discreetly removing anything that stands in our way. The information we gather is priceless.

Then the Sanctum Expeditionary Force advances, with the Wisplight Legion, and installs Obelisks.

Player: "Fascinating."

Angrief may be too dangerous for you yet, but there's Hikiron Farm south of Inggison Illusion Fortress. When we built our fortress there we killed plenty of Balaur, but I think some remained and damaged the Obelisks nearby.

You'll repair the broken Obelisks with this Aether Wave Stone, brought by Sorcerers from Sanctum. The Stopped Obelisk is in the Wildheart Grove, the Overheated Obelisk is in the Calmheart Grove, and the Deteriorated Obelisk is in the Phanoe Valley.

After fixing all the Obelisks, get rid of the source of the problem, Hikiron Farm Balaur and Armored Spallers.

Player: "I'll prove myself to you."

(Aether energy radiates from the intermittently blinking device.)

(It's probably a damaged Obelisk.)

(You see a great amount of damage from claws and blades.)

Player: "I bet the Aether Wave Stone fixes that."

It'd been so long that I thought you got scared and ran home to Poeta.

Player: "Your Balaur are tough."

Good work, Player. You've adjusted very quickly to being in Balaurea, where the meager Aether makes it hard to breathe...much less fight!

Between your repairs and disposing of the Balaur at the farm, I bet you think you've single-handedly solved the Obelisk problem. Keep your ego in check, and you might be useful around here.

I'll tell the Wisplight Legion to start making new Obelisks. Now go to Brigade General Versetti! Business here is over.

Player: "Thank you. Faith and arms!"

I can tell you've come from Brigade General Yulia. Already you judge me through her veil of combative distrust.

If you can, in this mad, fast-paced world, try to form your own opinions. You already have a discerning eye for weapons and armor. People are simply the next step.

Player: "I'll try, General."

For instance, Yulia's Hushblade Legion and my Wisplight Legion are at odds. Neither is better, per se, simply different. And both are the best of the best. Should our rivalry shade your reactions?

Did you know that my Legion built the Inggison Illusion Fortress in a single day? It usually takes several months or years to build a fortress of that size, but we efficiently assembled it in record time.

Since then, the Wisplight Legion has maintained the illusion of the Inggison Illusion Fortress, disturbed our enemies with chaos magic, and spread Aether wherever necessary.

Player: "That's really brilliant."

As for your task for Outremus, I'd like you to use the Aether Wave Stone you brought.

The Scholars will try to shame you because you started out ignorant of its purpose. Don't let them. The shame is in pretending to know what you don't, not the other way around.

Go help Centurion Marica install Obelisks at the Dimaia Fountainhead. When it comes to Aether here, the meager amount means that Daevas become unable to use their skills, and we can't have that!

Player: "Faith and arms."

You're the one Brigade General Versetti sent to help out, right?

I hear you're new to Inggison. What do you think so far?

Player: "Haven't decided yet."

Neither have I, really.

As you know, we need to install Obelisks in Dimaia Fountainhead. Can you handle the Eastern Obelisk Support, the Western Obelisk Support, and the Northern Obelisk Support? I've already installed the supports, but can't finish the job due to Cellatu attacks.

Player: "I'll take care of it for you."

Centurion Marica told me you do good work.

Player: "Thank you, General."

We've made a good start installing Obelisks in Inggison, but now you can hand that task over to someone else.

Your next assignment is waiting for you with Agent Outremus. He told me to send you as soon as I saw you.

Player: "It's been an honor, General."

Our powers change when we cross the Aetheric Field. Likewise, the Balaur over here might be like cowards and children compared against those on the other side.

Keep this in mind when the time comes, and be very cautious.
