Go to Cowards Cove and chase Kumbanda. You have lost Kumbanda! Report to Valetta. Marchutan's Agent Richelle has a special mission for you involving Siel's Relics. Make haste.
Summary:
Marchutan's Agent Richelle impressed upon you the need to acquire Siel's Relics from the Crashed Dredgion.

At Valetta's encouragement, you killed Balaur near the Dredgion and collected their belongings, none of which turned out to be Siel's Relics.

With the aid of Heszti's Watching Eye, you observed a Balaur named Kumbanda escaping with what appeared to be one of Siel's Relics.

You gave chase, but the Balaur escaped your grasp.

Full quest's text:
I saw Mastarius come out to meet you personally. You must be the one Empyrean Lord Marchutan mentioned.

He foresaw a long time ago what would happen today, and prepared for it--this fortress, Lumiel's Quartz, the Fatebound Legion...and now it seems...well....

The Oracle of Prophecy said one who could defeat Tiamat would show up when the Dredgion appeared in Gelkmaros. The Dredgion arrived not long ago, and here you are. Just in time.

Player: "Tell me of this Dredgion."

Lord Marchutan said the Dredgion contained at least one of Siel's Relics, so at his command I ordered the Fatebound Legion to shoot it down.

As you might expect, we are now looking for the relic in the wreckage. Perhaps you will assist us in this effort? Brigade General Valetta will fill you in.

Player: "Blood for blood."

Richelle mentioned you'd be coming. Some, Richelle among them, believe you're the one the prophecy mentions, but I must admit I'm not sure yet.

It's not me you have to prove yourself to, of course--it's Lord Marchutan.

Anyway, we don't have time to waste--we haven't got any clue how to begin tracking the relic in the crashed Dredgion. We don't even know what it looks like, to be honest.

Player: "Is the area secure, at least?"

We've kept the crash site sealed while we sift through the fragments, but unfortunately a few Balaur managed to break through the blockade.

I've split our forces into two groups--one of which is chasing runaway Balaur--but I'm afraid they're at a loss where to begin. Your help would be appreciated, Daeva.

Please, search the Dredgion Crash Site near the Antagor Battlefield, and if you find any Defeated Nadukass alive kill them and bring back anything they might be carrying. Any one item might be a relic, for all we know.

Player: "I hope it's still there to find."

I can't imagine the Balaur would have kept a valuable relic in an obvious place--no doubt it's been disguised as something else. Something trivial....

Have you been to the Dredgion Crash Site yet? Were there many Balaur alive? Was there any sign of the relic? Tell me.

Player: "Here is everything I found."

Hmmmm.... I can't be sure whether or not any of these are what we're looking for.

Could you take these items to Research Center Chairman Vellun?

His First Research Center is the finest in Pandaemonium--if anyone can discern Siel's Relics among these things, it's them.

Player: "We will find it, I'm sure."

Are you the one Richelle mentioned? The one who arrived on the same day the Dredgion crashed? Hmmmmm....

I expected someone taller.

Regardless, I trust you bring me news of the search for the relic? What has Valetta found?

Player: "We have found these items."

Even without looking, I can tell you that I sense Lady Siel's energy--but only slightly. The relic may have been kept near these items, but it is not here.

Perhaps searching by hand is not the best way to do this. There is a Watching Eye developed by the Research Center that can quickly scan the entire area.

I'll inform Brigade General Valetta of your next move--you must head to Convent of Marchutan and meet preceptor Heszti to get the Watching Eye.

Player: "I'll have it in the blink of an eye."

I sense that you are not here to learn. Indeed, your business does not concern either Sorcerers or Spiritmasters. You are here for...the eye?

Player: "Vellun said you would...."

...help you? Indeed. Vellun often calls on me when he is in trouble.... He knows I cannot turn down a former pupil's request.

This is the Watching Eye you came for. Install this and specify a surveillance area, and the Eye will circle around and send images back.

This Eye will only function once, so you must ask Brigade General Valetta to specify the area to be monitored. You only have one chance.

Player: "I understand."

You come from the Convent of Marchutan? Vellun has told me all about it already.

I am sorry to hear that Siel's Relics were not among the items you gathered, but perhaps this Watching Eye you bring will make all the difference.

Player: "I certainly hope so."

I suggest that we secretly install the eye, and then pretend to withdraw our forces. Perhaps the Balaur will take this as a chance to move the relic, and thus reveal its hiding place.

Do you think that you might be the one to install the Watching Eye at the Dredgion Crash Site? I don't know that I can trust anyone else to be as stealthy as you.

Player: "I am a whisper of a shadow...."

You...why are you here? Vellun said he sent you to Hezsti for the Watching Eye. Bring it back, quickly. There is no time to waste.

Player: "I knew I forgot something."

Were there any problems? It doesn't seem like the Balaur noticed you. This might work after all.

With this viewing crystal, we can see what the Watching Eye sees. I wonder what those Balaur are up to....

Player: "I spy with the Watching Eye...."

Did you see that? The Drakan they call Kumbanda. Incredible! One Drakan fended off so many others. He must have one of Siel's Relics!

There is no time for delay. You must chase after him immediately!

The Balaur are fond of hiding in the nearby caves and forests. If my guess is correct, he will be heading for the Cowards Cove. Start there!

Player: "The task is mine!"

If Kumbanda escaped your grasp, then perhaps we have underestimated the power of the relic he carries.

Still, it could be worse--at least this rebellious Drakan isn't on Lord Tiamat's side. We must catch him before Tiamat's forces do.

I will call you back when we acquire more information on Kumbanda's whereabouts. You are dismissed.
