Bastiel sought aid so that he could return to the Bastion of Souls and free his people. You and Bastiel rescued the kidnapped Daevas from the Bastion of Souls and defeated the Balaur.

Bastiel told you about Warden Mahorosh, who was in charge of the Incarna Prison Camp, and that you could learn the Balaur’s plans by defeating him. After defeating Mahorosh, you obtained and read his report, which stated a need for more sacrifices. You returned to Lakrum and told Ephim everything you learned.

Full quest's text:
Have you heard about the missing Daevas? They’ve been kidnapped from all across Atreia by the Ereshkigal Legion.

We immediately sent out a detachment unit to investigate, but only Bastiel, the leader, returned alive.

It’s a miracle that he survived, but he's asked for reinforcements to restart investigations. Player, would you help CaptainBastiel of the Arrows of Freedom investigate the case? And please, make sure you stay safe. I have a bad feeling about this....

Player: Accept

I heard they were sending someone to help me--must be you.

So far, I’ve learned that the kidnapped Daevas were loaded onto a Dredgion and taken to a place known as the Bastion of Souls.

I've fought in every corner of Reshanta, but I've never seen anything like that place. It’s ancient and I don’t like imagining why the Ereshkigal Legion might have built it.

Player: “What happened there?”

I saw hell.

The Ereshkigal Legion is mercilessly torturing... everyone. Daevas... spirits... all kinds of sentient beings.

My people and I tried to rescue them all, but we were compromised. We fought hard, but... my comrades were all defeated. I barely made it out of there alive. I need time to recover my strength, but I am going back to rescue those Daevas. Will you help me?

Player: “Of course.”

Thank you. I am grateful for the assistance.

We can enter the Bastion of Souls through the Elyos Bastion of Souls Entrance in Lakrum.

I will make my preparations and leave as soon as possible. I'll see you at the Bastion of Souls.

Player: “Safe travels.”

I wish I didn’t have to step foot into this place again.

This is where they’ve brought the kidnapped Daevas.

They are imprisoned here and sacrificed to the Balaur. I have no idea what their goal is, but I do know that Daevas are being gruesomely tortured before they’re killed.

Player: “We have to stop this.”

Absolutely. Our mission is to learn why the Balaur are doing this, and to free our captured people.

To do that, we must destroy the generator that is on the 1st floor of the prison camp.

Once we do that, we’ll be able to rescue all the Daevas being held there.

Player: “How do we destroy the generator?”

In order to reach the generator, we must defeat the Floor Key Manager and get the keys for each floor.

You should be able to steal the explosives needed to destroy the generator from the Explosives Manager.

I need to continue with my investigations elsewhere. I’m relying on you to destroy the Prison Camp Generator.

Player: “You can count on me.”

You did it! I am so relieved to see our fellow Daevas free once more. Though, I fear we may have caught Warden Mahorosh’s attention.

Despite that, we’ve accomplished our first goal.

While you were rescuing the captives, I investigated the camp more. This place is much more horrifying than we had imagined. The Ereshkigal Legion is using their prisoners as some kind of... material.

Player: “They’re doing what?”

The prisoners... what they’re undergoing is truly horrible.

For days after being captured, they don't receive any food or water. The Balaur call this “purification”.

Then these “purified” Daevas were sorted out for parts. They were... tortured. Their wings... their wings were severed... and their essence was used to fuel the Balaur’s magic.

Player: “I... that’s... Horrifying."

We still don’t know what kind of magic the Ereshkigal Legion is trying to use.

Warden Mahorosh, however, will definitely have answers.

We need to defeat him and finally learn why the Balaur are sacrificing the Daevas.

Player: “Let’s do it.”

(The paper is slick with oil and some kind of black fluid.)

(You need to be careful so that it doesn't tear.)

Player: (Read the report.)

Add 278 Sacrifices for Incarna growth.

2. Spirits: 48 additional requested
3. Sacred Beasts: 28 additional requested
4. Other: 2 additional requested

I can confirm that there will be no issues with the processing and delivery of the sacrifices.

- Warden Mahorosh

(That's all that is written in the report.)

(You should show it to Cautious Bastiel.)

Player: (You take Mahorosh's Report.)

We defeated Warden Mahorosh, but I haven’t found any further information yet.

Have you learned anything?

Player: “Here, read this report.”

How did you get your hands on this? Amazing!

With this report, we should be able to determine where the Daevas were taken and what happened to them.

Will you wait while I read this?

Player: “Of course.”

According to this, the kidnapped Daevas are referred to as Incarna, and they’re being sacrificed to help something called the Incarna Roots grow?

If this report is correct, there are so many more sacrifices than we thought.

And look here at the bottom--the report says that they need even more Incarna. If we don't act quickly, more lives will be lost.

Player: “Let’s get to it, then.”

It’ll be difficult for the two of us to solve this alone.

We need help to search for other prison camps and to alert the Daevas about what the Balaur are plotting.

Please, Player, return to Lakrum, tell Ephim what happened here, and gather more support.

Player: “On it.”

I am utterly disgusted by this news.

We must report all of this and begin preparations to end the Ereshkigal Legion’s reign of terror.

I am indebted to you, Player.
