Use the Stellkin's Report in your Quest Cube to read it. Expose the misdeeds of Stellin Industries to Donas. Confer with Assistant Kyle, who is in Stellusia. Collect evidence while pretending to work for Stellin.
Summary:
After making up your mind, you spoke with Kyle at the Temporary ST Laboratory.

Kyle shared his suspicions about ST-IX, Stellin, the disappearance of his older brother Manute and many other things.

Kyle told you that nobody could be trusted, including the military, as Stellin had bought everyone’s silence with bribes.

He then suggested that you collect evidence against Stellin while pretending to work for them.

While you were resting, you received news that you were promoted to an important executive position.

You were entrusted with the mission of wiping out the Apmaha tribe.

As expected, you witnessed suspicious circumstances during your mission.

You also found Manute, who was clearly suffering from addiction. He was unable to be reasoned with, so you had to leave him behind for the time being.

You went about completing the Apmaha mission as cover and managed to steal a confidential document when you had the chance.

The document contained more evidence that Stellin was aware of the addictive nature of ST-IX, but decided to distribute it anyway. It also mentioned that Stellin is after the Balaur Lord's Legacies-- they extract power from them and then use the leftover substances to make ST-IX.

You took the confidential document and exposed Stellin’s misdeeds to Donas.

However, Donas was furious with you and ripped the document apart.

Kyle was astounded when you told him what happened.

Full quest's text:
You’re here--I’m glad. I’ll start by laying out why I first started investigating Stellin.

Manute, my older brother, was leading the operation against the Regatus when he suddenly disappeared. He can be a bit eccentric, but he’s not one to shirk his responsibilities... This was completely out of character for him.

I tried putting in complaints and appeals, asking the military to investigate his disappearance, but they just consider it a case of desertion.





Player: “I met Manute--I agree with you.”

He would never do such a thing. So, I started my own investigation. It felt like I was grasping at straws, but then I found a connection.

He disappeared right after he received the ST-IX from Stellin--and he isn’t the only one who has.

There’s one common thread in all of the disappearances--they were all supplied with ST-Nine









Player: “This is my surprised face.”

Suspicious, right? Once I started investigating, it just kept unraveling.

For example, the Temporary ST Laboratory, where we met. They’ve been hiding that facility since its inception, just like they knowingly covered up the fatal addiction ST-IX causes--not to mention the ways it alters the mind.

And on top of all that, they’ve been experimenting on living beings....







Player: “How did something like this remain a secret for so long?”

Stellin is very thorough in its cover-up. They used their close connections with military leaders, buying their silence and trust with an enormous amount of bribes.

Because of this... Well, we can’t trust anyone. All we can do is collect evidence against them. You need to keep working for them--pretend to be on their side

If they continue to trust you, you’ll have better access to all of their confidential information.









Player: “They won’t suspect a thing.”

Hmph. You certainly look well-rested.

I don’t understand why Stellin is so damn fond of you--you barely do anything around here!

Anyway, while you were on vacation, I received some news.







Player: “What is it?”

Calm down, I’m getting there! You really need to learn some patience.

Now, let’s see... Ugh. Looks like you’re being promoted again. This time to an executive position.

They really have questionable taste in employees... Looks like they gave you another mission, too. You need to go meet the employee that was dispatched to the Apmaha village, Stulkin.







Player: “Your support is, as always, invaluable, Donas.”

Player? Ah excellent, Stellkin has heard many tales.

The mission is to take care of the uncivilized Sapien tribe native to Demaha, the Apmaha.

That tribe is full of backwards, backwater natives who insist on worshipping a long-dead Balaur Lord, Apsu





Player: “Have they been problems?”

At first, the Apmaha agreed to sell the land and sacred altars to Stellin for a very handsome amount of money... Stellin accepted that offer, but the Apmaha took the money and betrayed the company.

Those thieves kept the land, the altars, and stole a shipment of ST-IX. Now, development is way behind schedule and Stellin is taking heavy losses.

Now it’s time to deal with those insolent savages, which is what Stellin wants Daeva to do.









Player: “Okay... but I won’t kill them unless it’s in self-defense.”

Hehe... mine, it’s all mine!

But not enough. Never enough!

I just need... more! More!

Player: “Manute! Are you okay? You should come with me.”

Go away!

You can’t have it!

You will not take my ST-IX! It’s mine! I need it!

(Manute is clearly in the grips of severe addiction to ST-IX.)

(It is impossible to have a rational conversation with him.)

Player: “I’m not giving up on you yet. I’ll be back.”

Daeva, did the operation go well?

Are all those nasty Apmaha gone?

Player: “Do you really need to talk about them like that? They were here first.”

Psh! Of course! The Apmaha are nothing but stubborn, savage thorns in Stellin’s side.

But, can see why management promoted Daeva! Such talent!

(Stellkin drops a document while dancing in glee.)





Player: “Hmmm....”

(It’s the document that Stellkin dropped.)

(It looks like a report addressed to Stellin headquarters.)

(It seems like it contains very important confidential information. You should take it without alerting Stellkin.)



Player: (Pocket Stellkin’s report.)

Oh, you’re back. I heard that your mission was a success.

Stellin was very pleased with your performance. They even rewarded me, since I greenlit your dispatch.

Looks like you might be useful after all.





Player: “Listen, I think you should read this, and listen to some things I’ve learned....”

What is this nonsense? What are you playing at, kid?

This is the thanks you give to a company that is not only sponsoring our war effort, but has nurtured your own personal growth?

Unbelievable! Stick to following orders and stop wasting everyone’s time with these lies!

(Donas furiously tears the report to pieces.)





Player: “Wow.”

That confirms everything that we suspected. They knowingly went ahead with distribution of ST-IX even knowing what it does to the body.

All of those dead Balaur, Elyos, Asmodians, and Apmaha.... This was all part of Stellin’s plan.

What sort of twisted game are they playing at?
