To get there, you met Aethercraft Technician Laokon and learned about the Windstream.

You took the Windstream in Inggison to get to the Taloc Research Group Campsite, where you met a Daeva of Life named Dorsia.

Full quest's text:
The Daevas of Life are searching for ways to mine Aether. There is no place in Inggison that is more abundant in Aether than here.

Unfortunately, we have found that getting the Aether won't be as easy as we'd hoped.

Player: "Go on."

Of course, purifying Aether so that it can be used in cannons is no easy feat. We Daevas of Life are born with a special gift for manipulating Aether. It's more of an innate spiritual talent than something that can be learned.

Player: "That's quite the power."

It is. But as powerful as we are, we still need help from time to time.

You've adjusted to this atmosphere with ease, almost as well as a Daeva of Life.

Will you go to Taloc's Forest and help the other Daevas that are there?

Player: "Of course."

Excellent.

The fastest way to get there is by taking a Windstream. In Balaurea there are many places with strong air currents that Daevas can use to travel quickly.

Go speak with Aethercraft Technician Laokon, who will explain how to use them, and then head to the forest.

Player: "Windstream. Forest. Got it."

It's not the size of your wings that matter, it's what you do with them!

Haha...I'm hilarious.

Player: "Uh...what can you tell me about the Windstreams?"

Oh...right, the Windstreams.

I thought you already knew about them. Well, even if you already knew, Opilius told me to tell you again, so here goes.

There are strong air currents that criss-cross all across Balaurea. These make flight swift and simple, and if you know them well, you can reach far-off and elevated places.

Just watch out, because if you're not careful, you might just crash someplace weird.

Player: "Thanks for the tip."

It's easier to learn by doing than just listening, in my opinion.

Player: "Where should I go to practice?"

There is a Windstream that starts here at the fortress. A Daeva named Jienia is usually nearby.

Just let the strong currents in the stream carry you. It's a short one though, so you'll need to shift onto the one that leads to the Calmheart Grove. After that, watch for Phanoe Valley. Another stream picks up there, and you'll need to take that one too.

If you don't crash and burn, you can get to Taloc's Hill. Head to the Taloc Research Campsite and talk to Tialla when you arrive.

I know that's a lot of information, but you look pretty smart. You'll pick this up in no time.
