Hanarkand, a region south of the Temple of Scales, is proving to be difficult even for us.

A while back, a sizeable force of Hanarkand Elite Soldiers even launched a surprise attack on the 5th Wisplight Garrison. The garrison may have been lost if not for the reinforcements from the Hanarkand Gate.

We can't just let the Hanarkand Elite soldiers be. We have received orders for every Daeva in Hanarkand to eliminate Elite soldiers.
